The PATH-AI consortium has completed Deliverable 3.1 – Policy Analysis Report, entitled “Mapping Responsible AI Policies in Higher Education”. The report provides a comprehensive overview of AI-related policies, regulations and guidelines relevant to the responsible and human-centred use of artificial intelligence in higher education.
The deliverable was prepared within Work Package 3, led by the University of Malta, and synthesised by Dr Joseph Zammit. The analysis covered policy documents from the European Union, national authorities and higher education institutions across partner countries. In total, the review included 56 documents, comprising 7 EU-level documents, 20 national documents and 29 institutional documents.
The report highlights that EU-level regulations and guidelines provide a strong ethical, legal and strategic foundation for responsible AI adoption. At the same time, the findings show that universities still need practical guidance to translate these principles into everyday academic and institutional practice, including teaching, assessment, data protection, transparency, procurement, accountability and governance of AI tools.
The analysis also shows that institutional AI policies are developing rapidly, particularly in areas related to teaching, assessment and academic integrity. However, important gaps remain in areas such as AI governance, accountability, technical standards, interoperability, transparency and sustainability.
The findings of Deliverable 3.1 will support the next stage of the PATH-AI project: the development of an ELSI risk assessment framework addressing the ethical, legal and social implications of AI use in higher education. This work will contribute to practical tools and guidance supporting trustworthy, accountable and human-centred AI adoption in universities.
